With a distinguished career spanning over four decades, Dr. Mann is a leading authority in LASIK and cataract surgery, with a strong focus on innovation and patient well-being.

Dr. Mann's journey in ophthalmology began with his undergraduate studies at Centenary College, followed by earning his medical degree from LSU School of Medicine. He completed his internship at Baylor College of Medicine and his Ophthalmology Residency at Tulane University. Dr. Mann's dedication to serving his country was evident as he proudly served as a Flight Surgeon with the rank of Major in the United States Air Force from 1970-1973, continuing in the USAF Reserves until 1977 when he founded Mann Eye Institute.

Board-certified by the American Academy of Ophthalmology and a Fellow of the American College of Surgeons, Dr. Mann has been a trailblazer in the field, participating in many FDA clinical studies, lecturing on results, and developing new techniques and products to improve surgical outcomes for his patients. His collaboration with Dr. Ralph Berkeley in the early 1990s led to the pioneering of laser vision correction (LASIK) surgery, which is now the most common vision correction procedure performed worldwide. Dr. Mann has personally performed over 40,000 LASIK cases and 50,000 cataract cases, embodying his philosophy of patient-centered care.

Mann Eye Institute, under Dr. Mann's leadership, was among the first practice in Texas to offer advanced laser technologies for LASIK and cataract surgery, including the WaveLight Excimer Laser and the Catalys Femtosecond Laser. Dr. Mann practices alongside his son, Dr. Paul Mann, Jr. Beyond his practice, Dr. Mann is dedicated to innovation and patient care. He is a member of Benevolent Mission International, providing cataract surgery and eye exams in third-world countries, and the founder of the Yellow Rose Eye Foundation, offering vision screenings for underserved children in area elementary schools.

Dr. Mann's dedication to his community is evident in his involvement in various organizations, including serving as the Past President of the Rotary Club of Humble, the Executive Club of Houston, and as a Board Member of St. Luke’s Methodist Church, Centenary College of Louisiana, and the Houston Symphony. He currently serves on the Board of Directors for Windsor Group and Centenary College, further demonstrating his commitment to excellence in ophthalmology and beyond.
